Investment project consisting of a ±1,000 metre-long underground section at the entry to the city of Barcelona along the Gran Via, at l’Hospitalet de Llobregat.

The underground section will resolve the current unsightliness and rearrange the adjacent land in order to boost economic activity and the job market, taking advantage of the synergies of the Bellvitge and Duran i Reynals hospitals, the Catalan Institute of Oncology, the Bellvitge University Campus of the University of Barcelona and the associated research centres, as well as the strategic location in the metropolitan area.

The economic size of the investment, its technical complexity derived from the enormous amount of infrastructure affected, and the profound urban transformation of a major part of the metropolitan area all highlight the great opportunity that the project represents and, at the same time, the challenges over time of aligning the diverse desires and possibilities of the public bodies affected.

The challenge faced by PROMO was to use an economic and financial feasibility analysis model that includes all the parameters that might determine the expenditure, income and time of this project from both a public and private perspective.
