The Lleida POUM proposes to respond to the demands of new demographic growth in the city, with the aim of avoiding occupying land used for primary production activities, maintaining l’Horta de Lleida and the rest of the land that cannot be developed, and in such a way that it proposes “assimilating” all growth in a compact manner towards the current urban fabric, especially towards the centre of the city.

PROMO provided support to Lleida City Council by analysing the economic and financial feasibility of the sectors planned in the developed and developable land of the POUM, taking into account the transformation costs, the benefits and capital gains generated by the planning, and the time required for the complete cycle of dealing with the planning and management instruments until the finished products are placed on the market.

We also provided content on the economic and financial sustainability of the POUM, evaluating the economic impact of the POUM on the public finances of Lleida City Council.
